Honestly? I wouldn't bring up the religion aspect at all. This jerk is seriously disrespectful of another's home. He isn't supposed to smoke in the house, yet he does. He's blacked out the windows, that's a pain to clean up. He bled all over the freaking floor. That's unsanitary in a big way. He'd better have cleaned that up himself. It also kind of sounds like this guy might be on drugs.
Lay it out to your partner's mother in the terms of him disrespecting her home. At the end of the day, it's her decision to make, as it's her home. Bringing religion into it, especially since they don't share your beliefs, may just make you sound judgemental.
